   II.1.4)Kurze Beschreibung:
   The overall objective of this assignment is to submit 6 recommendations
   on the implementation of power sector reform in South Africa to the
   actors responsible for managing and shaping it. In order to do so,
   standing pools of short-term experts (STEs) will be made available to
   provide rapidly mobilized energy, methodological and process advice to
   achieve reform impacts at national and municipal level. All activities
   will be informed by requests from our partners and guided by a steering
   group.
   The contractor shall provide two pools of experts which can be deployed
   flexibly according to the specific requests from the steering group.
   Experts assigned to the pools will be required to work supporting on
   assignments involving: 1) policy analysis and advice (e.g., the energy
   transition and provisions to increase private sector participation); 2)
   legal and regulatory advice; 3) the development of potential future
   roles and strategies for different stakeholders within the power sector
   and 4) transfer of experience, expertise and conceptual know-how (e.g.
   on methodological concepts and instruments) to project partners and
   beneficiaries. Furthermore, STEs will be requested to contribute to
   capacity development of partner institutions and individuals (e.g.,
   trainings, workshops, peer-to-peer exchange).
   The following indicative focal areas have been identified
   Focal Area 1 consists of activities pertaining to the unbundling of the
   national utility, Eskom. The contractor"s role may include providing
   recommendations on the unbundling from a policy, legal and regulatory
   perspective, with specific emphasis on provisions to ensure the
   independence of the Transmission entity. Additional support to the
   functionalization of the Market Operator and Central Purchasing Agency
   function within the Transmission entity.
   Focal Area 2 consists of the design of measures to promote private
   sector participation in the electricity industry. The contractor"s role
   may include recommendations on market design, transition mechanisms and
   other mechanisms to increase private sector participation such as net
   billing and feed-in tariff schemes.
   Focal Area 3 consists of activities pertaining to the distribution
   sector. The contractor"s role may include providing recommendations on
   the optimal role, structure and business models for an electricity
   distributor in a modern liberalized industry. This area will also
   incapsulate activities relating to municipal pricing, including the
   assessment of municipal cost of supply studies.
   Focal Area 4 consists of activities pertaining to support of the
   further development of the legal and regulatory frameworks within the
   industry. This may include legislation such as the Electricity
   Regulation Act (ERA) and Electricity Pricing Policy (EPP) and
   regulatory provisions on, for example, the unbundling of tariffs and
   the requirements for the provision of non-discriminatory grid access.
   The tasks to be carried out by the various experts and Team leader are
   anticipated to be 655 expert days for execution of the individual
   assignments. A sufficient travel budget will be made available and is
   to be considered by the bidders as part of their bid. The contract
   period during which the services described are to be provided is from
   contract award until 30.11.2024. The number of expert days corresponds
   to the working days.

   II.2.4)Beschreibung der Beschaffung:
   The South African-German Energy Program (SAGEN), funded by the German
   government and implemented by the Deutsche Gesellschaft für
   Internationale Zusammenarbeit (GIZ) GmbH in collaboration with the
   Department of Mineral Resources and Energy (DMRE), Eskom and the South
   African Local Government Association (SALGA) is the counterpart to this
   project. The overall objective of this assignment is to submit six
   recommendations on the implementation of power sector reform in South
   Africa to the actors responsible for managing and shaping it. This will
   include at least four recommendations on the development of an
   effective power market or the unbundling of the national power utility
   Eskom and at least two related to the future organization of the
   municipal power supply. In order to provide these recommendations,
   standing pools of short-term experts (STEs) will be made available by
   the contractor to provide rapidly mobilized energy, methodological and
   process advice to achieve reform impacts at national and municipal
   level. This will be done under a framework contract concluded between
   the contractor and GIZ-SAGEN.
   All activities under the contract will be informed by requests from our
   partners and guided by a steering group. GIZ-SAGEN, in collaboration
   with our partners, will provide a standardized request document to the
   contractor, at which point the contractor will submit a technical
   proposal outlining the content, work structure and personnel concept.
   Once the proposal is agreed upon, experts from either of the two pools
   (national and international) will be deployed to complete the
   individual assignments.
   Experts assigned to the pools will be required to work on assignments
   involving: 1) policy analysis and advice (e.g., the energy transition
   and provisions to increase private sector participation); 2) legal and
   regulatory advice; 3) the development of potential future roles and
   strategies for different stakeholders within the power sector and 4)
   transfer of experience, expertise and conceptual know-how (e.g. on
   methodological concepts and instruments) to project partners and
   beneficiaries. Furthermore, short term experts will be requested to
   contribute to capacity development of partner institutions and

   In addition, a cross cutting focal area of capacity building, knowledge
   management and monitoring and evaluation underpins all other focal
   areas. The contractor"s role will include contributing technical inputs
   to capacity building forums such as workshops, multistakeholder
   discussions and peer-to-peer exchanges. In addition, contributing to
   the development and implementation of results-based monitoring for GIZ
   and its partners may be required.
   The maximum number of expert days allocated to this project are 655
   expert days for execution of the individual assignments, excluding
   possible follow-on measures. The number of expert days corresponds to
   the working days. Depending on the requirements of each assignment, the
   number of expert days in country of residence and the number of expert
   days in country of assignment will be agreed upon on a case-by-case
   basis. A sufficient travel budget will be made available and is to be
   considered by the bidders as part of their bid.
   The contract period during which the services described are to be
   provided is from contract award until 30.11.2024. However, there is
   also an option for a follow-on phase to this project where it will be
   possible to continue and adapt key services under this project.
   The maximum quantity and value under this
   framework agreement including the optional services is 1.635 expert
   days and a value of 150,000.00 EUR.

   A technical ranking on the basis of the assessment criteria listed
   below will be used to obtain the tenderers that will be requested to
   submit a tender. This will be applied in cases where more than five
   requests to participate that meet the above minimum requirements for
   tenderer eligibility have been received.
   More than the required number of references may be provided but the
   number of 10 references should not be exceeded. If you are
   participating in the procedure as part of a candidate/bidding
   consortium, please note that the total number of references for all
   members of the consortium combined should not exceed 10.
   Only references that have the required minimum commission value of EUR
   200,000.00 will be assessed.
   Only references that have started and/or finished in the last three
   years will be assessed. If a reference project satisfies both the
   minimum criteria and the weighted criteria, it will be counted for both
   assessments.
   The maximum number of points that can be achieved per weighted
   criterion is 10 points.
   A selection will be made under all eligible participants based on the
   following criteria:
   1. Unbundling of vertically integrated utilities with focus on an
   independent Transmission System and Market Operator 13%
   2. Design of electricity market mechanisms and other measures to
   increase private sector investment in the industry 13%
   3. Distribution industry restructuring and pricing methodologies 13%
   4. Electricity policy and regulation in a liberalising electricity
   industry 13%
   5. Managing multistakeholder projects 13%
   6. Regional experience in South Africa 25%
   7. Experience of development projects (at least 50% ODA-financed) 10%
