II.1.4)Kurze Beschreibung:

Economic growth in Serbia reached 7.5 % in 2021 despite the pandemic
situation. However, not all social groups benefit equally from this.
Unemployment and income inequality are high, reform efforts within the
framework of the EU accession process are progressing slowly. Almost a
quarter of the people are at risk of poverty and social exclusion, 7%
of the population live in absolute poverty. Economic and social
marginalisation have worsened, especially for women and girls, members
of the Roma minority and people with multiple vulnerabilities. During
the pandemic, there has been an increase in gender-based violence and a
return to traditional role understandings. Every second woman in Serbia
experiences domestic violence. Serbia also has one of the highest rates
of gender inequalities in unpaid care work along gender stereotypes in
Europe: Women spend 16.2% more time caring for children and elders.
Equality between men and women is legally guaranteed by the Law on
Gender Equality adopted in 2021, but gender-based and intersectional
discrimination, traditional role models and stereotypes continue to
exist and hamper social and economic participation. Social protection
and employment promotion measures that could counteract these
developments are mostly gender-blind and only insufficiently target the
specific needs of disadvantaged groups.

The project Support to Social Inclusion in Serbia aims at strengthening
the social and economic inclusion of disadvantaged groups, specifically
answering to the need of women and girls as well as multiply
discriminated people such as Roma, PwD and elderly, in selected local
self-governments (LSG) in Serbia. LSGs, private sector and civil
society actors are supported in providing (1) integrated social
services; (2) structures for better economic inclusion for women; and
(3) anti-discrimination measures. A fourth component aims at increasing
policy coherence in the area of social inclusion, in line with the EU
accession process chapter 19 and 23.

The "New inclusion Initiative" (output 1 and 2) aim to establish or
further develop integrated, gender-responsive, inclusive social
services (e.g. care services, consultation services etc.). Social
service providers (public, private and CSO) in LSGs will receive
funding, capacity development trainings and advisory for policy
development and implementation. In parallel, local measures for
economic inclusion will be fostered through enhanced cooperation
structures between the private sector and LSGs. Gender-responsive
employment promotion and improved opportunities for disadvantaged
groups including Roma and PwD enhance economic participation and thus
foster social inclusion of these groups.

The initiative is accompanied by an anti-discrimination component
provide decision-makers from relevant partner organizations and
institutions with information and education services to reduce
discrimination based on gender, origin and other factors. Gender
responsive trainings on intersectional discrimination will be
integrated into existing public training curricula. Digital campaigns
and educational tools are developed to enhance targeted outreach.

Lastly, the project aims at fostering a more coherent design and
implementation of policies in the field of social and economic
inclusion of disadvantaged groups. Dialogue and working group formats
between national and local level are to be enhanced, i.e. on the
implementation of the national law on gender equality.

GIZ intends to contract a service provider to for the management of a
short term expert pool with expertise in gender transformative social
services, gender responsive employment promotion, anti-discrimination
and (innovative) public administration.

Key activities include technical advice for LSG, private sector and
civil society, facilitation of networking activities and
peer-to-peer-learning, contribution to (baseline) studies, M&E and
communication.

II.2.4)Beschreibung der Beschaffung:

The contractor is tasked to identify, contract and manage a pool of
short-term expert that provides services to Social Inclusion Project
(SIP) and contributing to the module objective, module objective
indicators, and output indicators. The assignment encompasses the
provision of one pool of international and one pool of national
short-term experts (STE) to provide relevant expert knowledge relating
to social protection and economic inclusion of women and other
disadvantaged groups in Serbia, anti-discrimination and gender equality
in general and project objectives in particular.

An international team leader is required to steer the process and give
strategic, technical, and monitoring advice to the GIZ project lead. In
addition, A pool manager shall be permanently posted in Serbia
(Belgrade). The team leader and pool manager closely cooperate on
identifying the required experts and to conceptualize the specific
assignment in agreement with the GIZ advisors of the SIP project.

The pool manager will, in addition, support the contracting, ensure
quality and timeliness of agreed deliverables, management of the
facilitation of events, contribute to M&E, frequently report to the SIP
team and supports the administrative and technical backstopping of the
expert services.

The services provided by the STE include:

- human capacity and strategic competence development;

- organisational, technical, policy as well as strategy advice;

- networking and dialogue facilitation

- organization of events, workshops, conferences and other exchange,
learning and knowledge sharing formats

- Contribution to (online and offline) campaigns and educational
approaches on gender norms and anti-discrimination

- Contributing to monitoring, baseline and impact assessments, with a
particular focus on gender responsive and -transformative approaches

- Contributing to communication and reporting

in the following thematic areas:

- Employment promotion, economic development

- Public administration, partnership and network building, policy
development

- Social protection, with a special focus on (integrated) social
services

- (Serbian) deinstitutionalisation processes with focus on development
and financing of integrated gender responsive social services

- Gender equality, gender transformative approaches and women
empowerment

- Inclusion of disadvantaged groups, anti-discrimination

- Digitalization and innovation

While the required expertise and tasks to be fulfilled by the
international and the national pool are similar, the national experts
are particularly involved to ensure context-sensitivity, to identify
and engage local partners and to ensure adequate formats, measures and
communication within the political and cultural framework.

Key tasks and services:

Work package 1 (output 1 & 2) - Social Inclusion Initiative

Contribute to development and implementation of models for integrated
social services for LSGs:

- Capacity development for local governments and other actors in local
service delivery

- Advisory on coherent planning, gender-responsive budgeting,
implementation and monitoring of gender-transformative social services
along local action plans

- Peer-to-peer learning and exchange formats on good practice on gender
responsive services

Advice on promoting employment initiatives of/for women, Roma, youth,
and other disadvantaged groups:

- Identification of companies, social enterprises, civil society and
other economic actors to develop employment promotion approaches

- Technical and process advisory for networking and cooperation between
companies and local governments on interlinkages of social services and
employment promotion

- Capacity building for employees in local government and/or the
private sector for the non-discriminatory creation and provision of
jobs.

- Promoting, advocating and capacity building for CSOs as social and
employment services providers

- Establish exchange formats at the local level between LSGs,
businesses and CSOs for economic inclusion of women

- Developing assessments/concept papers/reports and facilitation of
learning formats on protection, antidiscrimination and gender
transformative approaches and impact of social services and employment
promotion

Work package 2 - Antidiscrimination

- Identify good practices and campaigning approaches on gender-based
discrimination as well as inclusion of vulnerable groups, esp. Roma

- Expert advice for CSOs and other relevant actors in the
implementation of anti-discrimination campaigns and training

- Technical and process advice for staff in local administrations and
anti-discrimination bodies as well as civil society organisations on
the establishment of training and awareness-raising measures.

- (Further) development of digital tools to raise awareness against
gender stereotypes and prejudices together with intermediaries

- Research, baseline and impact measurement of anti-discrimination
measures

Work package 3 - Normative Framework

- Process and technical consultation to the relevant ministries MoLEVSA
and MHRMRSD on the further development and implementation of the
normative framework (laws, strategies, action plans) for social and
economic inclusion as defined in Chapters 19 and 23 of the EU accession
negotiations.

- Facilitation of accompanying multi-stakeholder dialogue formats
between the government and civil society, national and local level,
which are involved in the implementation of the normative framework and
define guidelines for coherence (horizontal and vertical dialogue).

- Process and technical advice for employees of ministries and local
governments on gender-sensitive data and evidence gathering in the
field of social and economic inclusion

A technical ranking on the basis of the assessment criteria listed
below will be used to obtain the named number of five tenderers that
will be requested to submit a tender. This will be applied in cases
where more than five requests to participate that meet the above
minimum requirements for tenderer eligibility have been received.

More than the required number of references may be provided but the
number of 10 references should not be exceeded. If you are
participating in the procedure as part of a candidate/bidding
consortium, please note that the total number of references for all
members of the consortium combined should not exceed 10.

Only references that have the required minimum commission value of EUR
200,000.00 will be assessed.

Only references that have started and/or finished in the last three
years will be assessed. If a reference project satisfies both the
minimum criteria and the weighted criteria, it will be counted for both
assessments.

The maximum number of points that can be achieved per weighted
criterion is 10 points.

A selection will be made under all eligible participants based on the
following criteria:

1. Technical experience in gender responsive employment promotion
and/or women's economic empowerment 25%

2. Technical experience in gender responsive public services and/or
gender transformative social protection 25%

3. Technical experience in management, M&E, expert pool steering and
coordination 20%

4. Regional experirence in Serbia 10%

5. Experience of development projects (at least 50% ODA-financed) 20%
